Process and legislative journeys
Find government legislative projects, filter them by stage and attributes, and follow a bill from drafting to publication.
The Process tab lists government legislative projects (RCL) and opens the legislative journey of each one. A journey brings the whole process together on one page: the government draft, the Sejm, the Senate, the President, a veto or Constitutional Tribunal referral when one occurs, and publication.
Project list
The table shows Title, Type, Status, Applicant, and Updated; on narrow screens some columns are hidden and the identifier and date appear under the title. The status is the project's progress in the government register: In progress, Accepted, or Archived. Select a row to open the project's journey.
Filters
- Current stage — the institution where the process currently is: Government drafting, Sejm, Senate, President, or Constitutional Tribunal. Several stages can be selected.
- Search projects — text search across projects.
- Project type — for example Act or Regulation, with the number of projects of each type.
- Applicant — the authority that submitted the project, with the number of its projects.
- Created — the creation date range.
- Work register no. — the number in the government's work register, for example
RD456. - Progress — In progress or Accepted.
- Attributes — Implements EU law, Executes Constitutional Tribunal ruling, Based on draft-act assumptions, Separate legislative mode, Announced in the Journal of Laws, and Referred to the Sejm. Selecting attributes narrows the list to projects that have them.
The Short titles and Pin tracked projects switches and the Clear filters action are described in Legislation. If no project matches, No projects found is shown; change the search or the filters. Couldn't load projects means the list could not be retrieved; reload the page.
Legislative journey
A journey opens from the project list, from Advisor chips, from search results, and from records in Votes. The breadcrumb leads back to Projects.
Status
The badge above the title states where the process stands:
| Badge | Meaning |
|---|---|
| In progress | The process is ongoing. |
| Enacted | The bill became law. |
| Vetoed | The President vetoed the act and the Sejm has not yet voted on the veto. |
| Veto overridden | The Sejm passed the act again after the veto. |
| Veto upheld | The Sejm did not override the veto; the process is closed. |
| At the Constitutional Tribunal | The act has been referred to the Constitutional Tribunal. |
| Rejected | The bill was rejected. |
| Withdrawn | The proposer withdrew the bill. |
| Lapsed at the end of the term | The process was discontinued when the parliamentary term ended. |
| Abandoned | The process closed without the bill becoming law, for another reason. |
| Status unknown | The available records do not establish the status. |
When only the government register data is available for a project, the badge shows its register progress instead: In progress, Accepted, or Archived.
Summary
When available, an automated summary opens the page, organized under its own headings. Document chips in the summary open the cited project document in a preview panel. The summary is an aid to reading; the documents remain authoritative.
Process Timeline
Process Timeline groups the stages into phases in the order the process entered them: Draft register, Sejm, Senate, Sejm review of the Senate position, President, Veto reconsideration, Constitutional Tribunal, Constitutional remediation, and the publication journal, for example Journal of Laws. A process that returns to an institution, for example after a veto, shows that return as a new phase. Each phase shows its number of stages and the latest date. The latest phase opens by default; select a phase or a stage to expand it. Stages that have not happened yet are shown but cannot be opened.
An expanded stage can show:
- the committee the bill was referred to;
- official decisions, for example Senate proposed amendments, Signed by the President, Vetoed by the President, Veto overridden — act passed again, or Consistent with the Constitution, each with its date and an Official source link;
- the result of a vote held at that stage: votes for, against, and abstaining;
- the stage documents: government project documents open in the preview panel, and Sejm prints open their own legislative journey or the official file;
- for a published act, its name and publication identifier.
Votes that cannot be assigned to a stage are listed under Other votes. If the opened print is part of another print's process, a note says so and the page shows the full journey of that process.
Document preview
A government project document opens in a panel on the right. A PDF is shown in full. For other formats, Extracted text shows the text when it is available; long documents show their first part. If neither is available, Preview not available is shown. The side of the panel shows the document's Summary when one exists, its Information, and Download original file.
Change log
For government projects, Change log lists the official register events and Persate's automated change analyses in a table with Date, Author, and Event. Analyses carry the author Persate; they can be marked Material change and name the affected groups after Affected:. Load more shows older entries. No changes recorded means no events or analyses are available yet.
Side panel
- Actions — Track this project (or See alert once tracked), Open in RCL, and, for a published act, the link to the official publication.
- Details — the status, the legal force of a published act (for example In force or Repealed), the print and bill numbers, the publication identifier, the RCL identifier, the work register entry, type, submission type, applicant, key dates, and flags such as EU-related or Public consultation. Only values present in the records are shown.
- Legal basis and Comment — the legal basis and the register comment of a government project, when published.
Legislative journey not found means the link no longer resolves; return to the project list. No process stages means no timeline events are available for the project yet.
