Telecom Lab

A map-based lab comparing Polish municipalities on network deployment, demand, infrastructure, institutional readiness and data coverage.

Telecom Lab is a map-based lab. It gives a versioned view of network deployment, service availability, demand, infrastructure feasibility, institutional readiness and data coverage in every municipality in Poland. Each municipality is a separate unit of analysis, and all results come from a single reviewed data release.

Telecom Lab is available only to organizations and groups it is assigned to. When assigned, it appears by name in the Labs section of the sidebar.

Tabs and views

The tab strip has two tabs:

  • Summary — what the lab covers, the analysis dimensions, the sources and their coverage, how to read the results and the date of the data;
  • Municipality map — the interactive map.

At the right end of the strip, a switch toggles the map between Analysis view and General view, and the Advisor button opens the main Advisor.

Analysis view

The analysis view offers six modes, chosen in the sidebar:

Ranking colours the map by the dimension selected in Rank municipalities by: Deployment, Demand, Infrastructure, Institutions or Data. The information icon next to the dimension explains its inputs and How the score is calculated. Scores run from 0 to 100 and are relative to all municipalities in the release; they are not percentages. A municipality without enough data shows Insufficient evidence.

Evidence maps a single source measure; the information icon next to each measure describes it. Combine builds a view under Layer composition from two to six measures: for each layer, choose the measure, whether Higher or Lower values count in favour, and its weight. Add layer adds a measure until Maximum of 6 layers is reached.

Coverage shows modelled outdoor radio coverage. Nationwide comparison switches between Combined, Coverage and Redundancy, and Coverage summary scope summarises the results by Municipality, County or Voivodeship. With Selected station footprint on, selecting a site on the map overlays its modelled footprint.

General view

The general view is for finding places and inspecting the map layers:

  • Find a municipality — type at least two characters and select a result; the map zooms to the municipality and opens its details;
  • Map layers — show or hide Municipalities and indices and Site locations;
  • Timeline — the data snapshot in use, shown as Data as of followed by the release date;
  • Site filters — limit the sites shown to one operator or one technology.

Details of a municipality or site

Selecting a municipality opens its details on the right: Indices with Data coverage and quality, Details, Source data and, when available, Investment and procurement signals. Selecting a site selects it on the map; Open station characteristics then shows Station details, such as the operator and technologies and, where available, a modelled coverage footprint. When the details are closed, Open municipality details reopens them.

How to read the results

  • Results are relative research indices within one data release. They are not a map of an operator's actual coverage, a signal quality measurement or a forecast of an investment decision.
  • There is no single overall ranking of municipalities; each dimension answers a different question.
  • Missing data does not mean zero, no infrastructure or municipal reluctance.
  • Layer transparency reflects the quality and coverage of the underlying evidence.
  • Modelled coverage is a planning tool, not a field measurement or a guarantee of service at an address.

Data reflects what was available on the stated date. Later updates are published as separate releases, so earlier results remain comparable.
