Create and edit alerts
Describe what to monitor in a conversation, review the alert contract, choose who can see the alert, and save it.
Select Create alert in the Tracker panel. The New alert page asks What do you want to monitor? Creating an alert is a conversation with Persate: it researches the request, asks clarifying questions, tests the draft against available data, and builds the alert contract in the panel on the right. Nothing is monitored until the alert is saved.
Describe what to monitor
Type the request and press Enter or the send button; Shift+Enter starts a new line. A useful request names:
- the subject — a bill, a person, an institution, a project, or an issue;
- what should count as a match — for example a new stage, a statement, a vote, or a mention in a document;
- what to exclude, and which sources matter when only some do.
Examples: "New documents and stage changes in the government's draft act on cybersecurity", "Statements by the Minister of Climate about wind farms, in the Sejm and on social media".
For publications of ministries and offices, say whether the institution must publish the material or only be mentioned in it: "Consultations published by the Ministry of Finance about VAT" and "Mentions of the Ministry of Finance in ministry and office publications" are different conditions. Pages and their attached files can also be matched by topic. Recruitment and procurement notices are left out unless the request asks for them. A new publication does not by itself mean that a legislative process has moved to a new stage.
The proposed contract lists the sources the alert will check. Ministry and office publications appear there only when they are enabled for the organization.
Pin exact people, institutions, and matters
Type @ followed by at least two characters to search for a person, an institution, an RCL project, or a parliamentary question. Use the arrow keys and Enter, or the mouse, to pick a result. A pinned object binds the alert to that exact identity rather than to a name that other people or documents may share. Hover over a pinned object to see its details or to Unpin it.
When the text names a person, an institution, or an RCL project that Persate knows, a suggestion can appear under Detected: below the input. Select it to pin the object.
Track a single object directly
If exactly one person, institution, RCL project, or parliamentary question is pinned before the request is sent, a banner offers Track exactly this: the alert is then created directly, without a research run. Selecting it opens the Alert creation dialog, which asks for:
- Access — Only me (the default) or Selected groups. Select Change to edit it.
- Sensitivity — Precise (the default), Balanced, or Broad. See Match sensitivity.
- Notifications — Every event notifies once when a new event is first detected (the default), Escalations notifies only when an event becomes materially more important, and Digest keeps immediate notifications quiet and includes events in the digest.
Select Start tracking to create the alert. When the object can join an existing alert, Tracking destination also offers Add this case to an existing alert; that alert keeps its current audience, threshold, and discovery policy, and the button changes to Add to alert.
The same dialog opens from tracking actions elsewhere in Persate, for example Track person on a stakeholder profile or Track this question on a parliamentary question.
Follow the conversation
After the request is sent, it appears as the first message. Persate shows the steps it takes and then replies. The input stays below the conversation, so answers, extra details, or scope corrections can be added at any time; @ mentions work there too.
When Persate asks a question with fixed options, the options appear above the input. Select one, or type an answer instead.
To stop a running step, select the stop button or press Esc. The original request returns to the input so it can be edited and sent again.
Review the alert contract
The panel on the right (on a phone, the Alert contract button) shows what has been established so far. It starts as Nothing here yet and, while Persate works, summarises How it works, Recognized scope, Conditions, Monitored materials, Monitoring sources, Reviewed research sources, and Data validation.
When the draft is complete, the panel shows the contract that will be saved:
- Rules. Each rule is summarised in one sentence, followed by chips for its conditions — the people, institutions, or projects it is tied to, its topics, and the material types it checks. With more than one condition, a condition can be removed with ×; with more than one rule, a rule can be renamed or removed. Relationship between topics sets whether all topics (all (AND)) or any one of them (any (OR)) must apply. Conditions listed under Priority — affects ranking but does not block a match influence ranking only. If the contract has several rules, they run independently.
- Source tiles. Each tile is a source the rule checks. Hover over a tile to see what the alert looks for there; an amber note means coverage of that source is not yet confirmed. Excluded sources: lists sources the rule deliberately leaves out.
- Still pending from the original request. If the request covered several separate things, the parts that are not in this alert are listed here and are not dropped. Persate asks whether to handle each part next in this conversation, in a separate conversation, or inside the current alert. A part chosen for this conversation starts automatically after the alert is saved.
- Access. Only me by default. Select Change, choose Selected groups and the groups, then Update. Members of the selected groups can open the alert and receive notifications according to their own settings.
- Examples. The result of testing the draft against available data: confirmed example matches with their source, an Open source link, and the matched terms. If no example is found, a message explains why — for example the sample was too small or the check could not be completed. A missing example does not mean the alert will stay silent.
- Selected RCL projects. When the draft is tied to specific RCL projects, they are listed here. Search by topic, title, RCL id, or UD number to add more, or remove a project with ×.
Save the alert
Select Create alert at the bottom of the panel. A short reply such as save in the conversation has the same effect once the contract is complete. The alert page opens after saving; its status can show SETTING UP until the monitoring definition is ready. Match sensitivity and access can be adjusted on the alert page later.
If the alert covers part of what an existing alert already monitors, Persate shows You already have an alert that covers part of this. and asks What would you like to do?:
- Open the existing alert;
- Drop the overlapping part, keep the rest — create a new alert with only the non-overlapping parts;
- Create as a separate alert anyway — both alerts run independently and may record the same events;
- Refine my prompt — return to the input and adjust the request.
When the alert cannot be saved yet
- Needs refinement or This alert needs refinement. — the request contains a combination of conditions that cannot be executed accurately. Clarify in the conversation which conditions must apply together and which should be monitored independently; Persate keeps the original scope and checks the alert again.
- The alert could not be prepared. — the description is kept. Try again or refine the scope in the conversation.
- Choose at least one group, or select Only me. — shared access needs at least one group.
- This alert contains an unsupported condition. Refine it before saving. — change the condition in the conversation.
- Save didn't complete — the alert wasn't created. Please try again. — stay on the page and save again; check the alert list before starting over.
Other ways to start an alert
- From the Advisor. When a conversation with the Advisor leads to a monitoring request, the Advisor can show a card that opens the creator with the request already filled in. Review it and send it.
- From a matched event. When a match covers only newly added text in a project, the event offers Track full project. See Alert detail.
- From other modules. Tracking actions on stakeholder profiles and legislative items open the Alert creation dialog described above.
Resume a draft
The creator saves its progress as a draft. An unfinished creation appears on the Drafts tab of the Tracker; selecting it reopens the conversation and the contract where they stopped. See Drafts.
Edit an alert
Select Edit alert on the alert page, or Edit in the alert list. The edit page asks what to change in the alert, and the Current alert setup panel shows the contract that is saved now.
- Describe the change in the conversation, for example "also include Senate documents" or "exclude statements by committee staff".
- Review the updated contract in the panel. Rule names, conditions, the relationship between topics, and access can also be adjusted there.
- Reply with an explicit save instruction, for example save the changes. The alert page opens once the update is confirmed.
Editing requires management rights. A shared alert shows This alert was shared with you. Only its owner or an authorized tenant admin can edit it., and a system-managed alert shows This system-managed alert cannot be edited. If access information has not loaded, editing is blocked so that the audience cannot be changed by accident; refresh the alert and try again. If an update is not confirmed, Save didn't complete — the alert wasn't updated. Please try again. appears and the saved alert stays unchanged.

Tooltips give short hints, with fuller explanations in the narration. The forward arrow below the steps continues an explanation without activating the highlighted save, rating or management control. Action steps advance after the described action; the arrow can skip them. The page guide remains available for individual controls and common questions.
